In addition to the full restoration of visa-free treatment mechanism from today (13 October), foreigners from non-visa-free countries can apply for visas to Taiwan for general social visit and tourism reasons.
The Ministry of Foreign Affairs will adjust the rules for foreigners coming to Taiwan as follows:
1. Comprehensive restoration of visa convenience measures:
Eligible foreigners can come to Taiwan by way of visa on arrival, or apply for an electronic visa in advance and an entry certificate from the Immigration Department of the Ministry of the Interior of the "Southeast Asian Countries First Online Checking System". Applications for high-quality group tourists from Southeast Asian countries who come to Taiwan for sightseeing (the Guanhong Project) will be accepted according to the opening period set by the Tourism Bureau of the Ministry of Communications, the competent authority.
2. Fully resume the normal visa application process:
Foreigners may apply for visas to Taiwan at the foreign embassies of the Ministry of Foreign Affairs in accordance with their reasons for coming to Taiwan (including general social visits and sightseeing).
For visa documents and application procedures, please refer to the global information website of the Bureau of Consular Affairs of the Ministry of Foreign Affairs. For information on the application for entry certificate of the Immigration Department of the Ministry of the Interior, "The People from Southeast Asian Countries Come to Taiwan Online Checking System", please refer to the announcement on the website of the Immigration Department of the Ministry of the Interior. In addition, the total number of people entering the country is still subject to total control, and the parties entering the country should abide by the various epidemic prevention measures of the command center.
All arrivals should undergo 7-day self-prevention. Passengers with symptoms in the past 14 days should contact quarantine personnel and cooperate with necessary inspection measures when entering the country, and follow the relevant regulations of the Department of Disease Control and Prevention of the Ministry of Health and Welfare.
QUARANTINE REGULATION
- No quarantine required, but Seven-day period of self-initiated prevention needs to still be implemented.
- In principle, arriving travelers should stay at home or a residence of a friend or family member or a hotel room that meets the requirement of "one person per room" (with a private bathroom) in the self-initiated prevention period.
- During the self-initiated prevention period, arriving travelers should avoid coming into contact with persons who have a high risk of developing severe COVID-19 (including elderly people 65 and older, children under 6, and individuals who are immunocompromised or have a weak immune system).
- Those with COVID-19 who have mild symptoms can receive home care at an enhanced quarantine hotel/government quarantine facility or the place where they undergo self-initiated prevention (general hotel not included).
- Arriving travelers should follow self-initiated prevention rules which provide what to do if they test positive with a rapid test. Arriving travelers should seek medical attention as soon as possible and have their positive rapid test results evaluated through telemedicine/video consultations or by asking a friend or family member to go to a clinic or the medical institution in charge of home care (public health center included) on their behalf or following the instructions of their local health departments to visit a clinic or such a medical institution.
- Four rapid test kits will be given to arriving travelers aged 2 and older by workers at international airports/ports upon arrival.
When to use rapid tests:
1. On the day of arrival or the first day of the self-initiated prevention period (D0/D1).
2. Arriving travelers should take a rapid test and produce a negative result within two days before going out during the self-initiated prevention period.
3. Symptoms develop during this period.
4. The test results will not be recorded. Arriving travelers should follow the Self-initiated Prevention Guidelines if they test positive with a rapid test.
5. In consideration of the age limit on who can use at-home rapid test kits, children under two years of age will not be required to take rapid tests during the self-initiated prevention period.
VESSEL INWARD/OUTWARD REGULATION OF CDC
In line with the 0+7 entry quarantine regulations, international commercial ports will adjust the inspection and quarantine measures for ships on international routes from 13 October.
For the exchange of crew members in Taiwan, kindly follow the epidemic prevention measures announced by the command center for 7-day self-epidemic prevention after entry. During the quarantine period, if health is not abnormal, crew must immediately cooperate with the arrival and departure of aircraft or ships to depart as soon as possible during the period at CPC Yung An / Taichung Terminal:
1. CPC Yung An LNG Plant: At present, the exchange of crew members embarkation and disembarkation has been open, but other personnel than crew members are still prohibited from boarding the vessel.
2. Taichung CPC LNG Terminal: in response to the CPC Terminal notification, the ban on crew change is still maintained. Reverting with the update announcement posted.
