Owners, masters and agents of vessels arriving in the Port of Singapore are reminded to ensure that all operations are carried out contactless or contactless with segregation protocol as promulgated in the Port Marine Circular 40 of 2021 - Requirements for Vessels arriving in Port of Singapore during COVID-19.
In addition, MPA’s approval is required for shore-based personnel to board the following vessels:
a) Vessels that have called at any of the NTL countries listed in ANNEX A [Botswana, Eswatini, Lesotho, Mozambique, Namibia, South Africa, Zimbabwe] within the last 14 days, or
b) Vessels that have signed on crew from any of the NTL countries listed in ANNEX A [Botswana, Eswatini, Lesotho, Mozambique, Namibia, South Africa, Zimbabwe] within the last 14 days.
The application shall be submitted to Andrew Leong (email: [email protected]) with the following information:
a) Purpose of boarding; and
b) Particulars of shore-based personnel who are boarding the vessel.
In this circular, shore-based personnel refers to all persons from shore who intend to board the vessel, other than MPA-licensed harbour pilots, authorised government officers, and authorised persons involved in the loading and unloading operations at cargo/oil terminals (i.e. stevedores, loading masters, and cargo surveyors).
All shore-based personnel who are required to board vessels including vessels mentioned in paragraph 2 must be fully vaccinated2 and comply with the conditions listed in Port Marine Circular 40 of 2021. Additionally, the shore-based personnel who had boarded vessels mentioned in paragraph 2 shall carry out three PCR tests after disembarking the vessel: (i) immediately upon disembarking the vessel, (ii) Day 3, and (iii) Day 7. Non-fully vaccinated individuals will not be allowed to board any vessels in the port.
Vessels entering shipyards under the Ship Repair Framework must comply with the Economic Development Board and Enterprise Singapore’s Heightened Mandatory Precautionary Measures. Owners, agents, masters of vessels may contact the shipyards for more information.
