Mandatory Precautionary Measures for Shipyard Repair Calls

Government agencies had observed more incidences of confirmed COVID-19 infections who are inbound vessels’ crew calling at the shipyards for repairs.

For the yard's business continuity purposes, the set of best practices which was previously shared, is now updated and will now be mandatory effective from 21 December 2020.

Passenger ships e.g. cruise ships, crew boats, yachts, ferries, etc)

  • Ships must have been at sea for minimally 14 days prior to entering the Port of Singapore, unless it had previously departed from Singapore without any embarkation; or arriving from a declared lay-up location or repatriation port where there has been no crew signed on or physical crew interaction with onshore personnel for minimally 14 days.

Non-Passenger Ships (e.g. tankers, bulk carriers, container and cargo vessels, oil rigs, semi-submersibles, FPSOs, offshore construction and offshore support vessels such as DSVs, AHTS, PSVs, pipelay vessels, etc.)

  • Ship must not have had any sign-ons within the last 14 days prior to entering the Port of Singapore.
  • All crew must not have had shore leave within the last 14 days prior to entering the Port of Singapore.
  • An on-arrival swab test for all crew is done onboard the ship in the yard or berthed next to shore. No worker boards the ship for repair works until all crew swab test results are cleared. All workers who board the ship must adhere to the prevailing MPA Port Maritime Circular on Safe Management Measures (SMM) onboard ship and Rostered Routine Testing (RRT) requirements prior boarding ship.
  • For entry into shipyards, the total number of crew onboard is less than 100 persons (until further notice).
  • Crew change is allowed based on the prevailing limits for sign-ons and sign-offs.
  • Shore leave for crew is subject to MPA’s prevailing shore leave framework.
