The situation in Australia remains difficult but not impossible relation to crew changes.
Whilst the Federal Government has put reasonable restrictions in place to allow for crew changes, Australia is a federation of states and each state has their own Government and makes their own individual laws. Each state has put additional COVID-19 restrictions for crew changes in place.
The situation remains fluid and the regulations can change at short notice. Requirements at each port can vary so guidance from the local agent should be checked carefully for each crew change.
Meanwhile, the Australian Maritime Safety Authority (Port State Control) is enforcing obligations under the Maritime Labour Convention, and vessels that fail to meet their MLC obligations are being detained.
